With the law reforming the integrated 0/6 years old system, the Lazio Region was the first in Italy to implement Legislative Decree 65/2017, setting in motion a revolution: the transition of educational services from social services to education, which has guaranteed shift of focus to rights of boys and girls from birth. As all studies show, the possibility of accessing quality educational services enormously influences the chances of success as young adults, from school and work success to social relationships. Furthermore, the regional law represents an investment in a new social welfare system to support the differentiated needs of families through innovative and flexible services as well as a very important tool to support working mothers in terms of social and material infrastructure and fair distribution of care responsibilities (Read more on page 37 of the document “My five years on the side of the people”).

Thanks to Regional Law 5 August 2020, n. 7 we have legislated on a number of points:

– equality in publicly available educational services which prioritize a boys and girls in fragile conditions (disabilities and special educational needs of the girl or boy; two or more children of compulsory school age; social and/or economic hardship of the family; single-parent family; particular working conditions of the parents; conditions of detention of one or both parents; other family situations identified by municipalities, consultants, family homes, shelters or anti-violence centres; orphans of feminicide).

Poles for children and territorial pedagogical coordinations to ensure educational continuity in the 0-6 year old system.

– Integration between public and private services for the creation of a homogeneous supply system according to the educational needs of girls and boys and the needs of families, with particular attention to single-parent families

– Actions and programs for the networking of educational and instruction services and for the stipulation of agreements between neighboring municipalities in which
educational services are lacking, especially those located in the suburbs, inland areas and in mountain areas, which favor the widest choice of services and opening hours.

Reconciliation of life and work with incentives for companies to open nursery schools and company childcare centres that welcome children of male and female workers and a percentage of children residing in the municipality or municipality of reference. A public notice of 3 million euros has been published.

Outdoor education as experimental and widespread outdoor education. Learning between farms, parks and green areas for widespread and innovative learning.

Experimental intercultural education to promote social inclusion and education about differences.

– Criteria and methods for the inclusion of girls and boys with special educational needs according to personalized educational plans, in
collaboration with the social services of the municipalities and the services of the local health authorities

– Innovative supplementary services to respond to the differentiated needs of families, guaranteeing quality standards for the protection of boys and girls: playgrounds, domestic nests and centers for families are regulated.

– Expected projects to approach the reading, English and music within educational services

– Extraordinary contributions for investment expenses relating to new construction, purchase, restoration and conservative rehabilitation, building renovation, extraordinary maintenance, typological restoration of buildings to be allocated to increase places in educational services for children, to rebalance the educational offer of territorial areas below the regional average or to achieve the goal of environmental eco-sustainability

– Quality of service also at the table: diffusion of correct eating habits for a healthy and balanced growth of girls and boys in respect of ethnic, cultural and religious differences and incentives for the use of ecological materials, the reduction of the use of plastic and the use of zero kilometer products.

– Contributions to families in conditions of socio-economic hardship, who have children with disabilities pursuant to l. 104/1992 or who have
girls or boys in foster care and who do not use publicly offered educational services due to lack of available places, contributing to the payment of attendance fees in privately owned and non-affiliated educational services.

– Established the Regional Council for educational services with liaison functions between the Region and the subjects operating in the services sector
educational services and the regional information system of educational services which organizes the information flows from the municipalities and managing bodies to carry out an annual monitoring of the size and characteristics of the offer system activated in the area, to provide an information service accessible to citizens and support the triennial planning which defines guidelines and criteria for the implementation of the interventions foreseen by the law.

– Guidelines for the adoption of the system for the prevention and protection of girls and boys from the risk of abuse, mistreatment and inappropriate conduct by adults, adopting the standard scheme of the code of conduct.

– Promotion of interventions so that educational services equip themselves with a system of daily communication with parents, to easily inform them of the unjustified absence of girls and boys.

– Intervention lines for professional support to the staff of the integrated education and training system, promotion of joint training initiatives and exchange of experiences between educators of all educational services and infant schools and criteria for monitoring and evaluation of the quality of services.

My commitment to Lazio is to continue to place at the center of public debate and political action the needs and desires of young people, boys and girlsas bearers of rights of the present and not of the future.

Starting from the work carried out so far in the Lazio Region – in the promotion of tangible and intangible infrastructure – by continuing to invest in youth protagonism, supporting the educating community and making the school a space of equal opportunities: free, accessible, egalitarian in the name of the education of education as the main and powerful tool for contrasting and overcoming inequalities and fragility.

Because no child chooses where to be born, no child chooses whether to be born into a poor or rich family, whether to be born in the center or in the suburbs, into a violent family or not, into a more or less educated family. And all the statistics, however, tell us that if he has the opportunity to attend a good educational service he will have a better chance of succeeding in life.

Because behind every action put in place there is an idea of ​​a city that educates, that takes care of its children and teenagers through a
network of welcoming, flexible educational and school services, capable of renewing themselves and adapting to the natural dynamism of families. A city capable of offering physical and non-physical spaces in which to develop talents and nurture the citizens of the future. This is what I want to continue to achieve in the Lazio Region.
