Two and a half months after taking office, the new minister Joseph Vallettara could discover the cards on how he intends to change the staff recruitment: the occasion could be the scheduled meeting with the trade unions on Tuesday 17 January. The meeting will not take place with Valditara, but with the Chief of Staff: he will therefore be the one to explain whether with the Meloni government the line of the white dicastery of Viale Trastevere will in any case remain firmly anchored to the Law 79/2022 which also changed initial and ongoing training. At the beginning of his mandate, the new Northern League minister expressed some perplexity regarding those legislative provisions: he could also advocate changes to give way to regional hiring, especially if he were to the differentiated autonomy to be implemented as early as next autumn.
The position of the new Minister of Education
TO Decemberin illustrating the programmatic lines to the Culture commissions of the Chamber and Senate, Minister Giuseppe Valditara limited himself to saying that “the recruitment of teaching staff represents one of the more difficult passages of all the administrative management of the school staff” this for three orders of reasons: the first linked to the high number of subjects involved; the second to the complexity of the procedures; the third to the impact that on the entire school system.
From next Tuesday’s meeting with the representatives of the school’s employees, the intentions to go ahead or to introduce changes in progress could therefore emerge, already with the implementing decrees of the Law 79 of 2022 (of which there is still no trace today, although there were precise deadlines) wanted at all costs by theformer minister Patrizio Bianchi.
The new ways of being a teacher
Based on Law 79/22, in fact, after a transitional phase which will expire on 31 December 2024, from 2025 the insolvency procedure will be based on a new model: a qualifying university and academic course of initial training corresponding to no less than 60 university or academic training creditscalled CFU/CFA, in which aspiring teachers acquire the minimum skills that will go to make up the teacher profile according to the goals established by the so-called Final profile of the professional skills of the qualified teacherin the context of a subsequent decree of the President of the Council of Ministers, to be adopted in agreement with the Ministers of Education and University and Research, by 31 July 2022.
There is then a national public competition, announced on a regional or inter-regional basis, and an annual trial period in service with a final test and final evaluation”.
How to become a support teacher
For the support of pupils with disabilities, the decree 259 of 30 September 2022 has changed the recruitment system by providing for the formation of a regional ranking updatable every two years.
Recruitments will be made through a regional ranking, made up of candidates in possession of the specialization title on supportachieved in authorized universities.
The transitional phase
Until the end of next year, the end of December 2024, during the so-called transitional phase, candidates to become a teacher will have the possibility to participate in the tender procedure for the recruitment of common posts and for the posts of technical-practical teacher of first and second grade secondary school, only if in possession of the necessary qualification with reference to the class of competition and at least 30 CFU/CFA of the university course and initial training academic; qualification required with reference to the competition class and 24 credits provided that they are achieved by 31 October 2022 as required by the previous regulations.
What are the unions asking for?
Ivana Barbacci, Cisl School leaderfears that recruitment will regionalize: “there is really no need to build new regional enclosures in which to lock oneself up in order to adequately enhance one’s local reality”.
Just as, with regard to school personnel, the trade unionist observes: “the unitary and national character must be confirmed in a particular way as regards the methods of recruitment, guaranteeing the marketability throughout Italy of the qualifications obtained, to safeguard a unity of the profile which is also a safeguard of national unity and cohesion of the country”.
Second Marcello Pacifico, national president of Anief, “this Government has taken over the country and being highly political it has a good chance of lasting an entire legislature: it must show that it wants to follow up on its electoral promises, unlike the executives that preceded it. The new staff recruitments cannot be those envisaged by Law 79/22 approved last summer, because one would rely on long and cumbersome competitions which would confirm the current elephantine system which distinguishes the few teachers being hired who do not even cover the turnover and not even the permanent positions scheduled by the MEF. We need measures that rejuvenate the category, open the doors of recruitment to those who are qualified and specialized and have been doing this job for at least three years “.
The union will be among those audited on January 16 in the Senate Commissions, to illustrate the amendments to the Milleproroghe decree: Anief will ask for amendments in the management of the transitional phase of recruitment envisaged by the PNRR in the use of the dual channel and the merit rankings of the competitions, the use of an additional staff, as done in the last two years; the recruitment of qualified and specialized personnel abroad; the simplification of the initial curricular training and of support posts and the release of the qualifying competition; the identification of solutions for staff working in schools abroad, for educators, ITPs and religion teachers; the absorption of precarious employment on all vacant posts, even in the workforce by right or by way of derogation without a holder and without constraints for mobility; the confirmation of the roles for personnel hired with reservations after passing the probationary year.
