Beginning of the school year, annual activity plan: who decides it, what it contains, can it be changed during the year?

The annual activity plan, which contains the work obligations of teachers of a collegial nature and functional to teaching activities, must be prepared and approved at the beginning of the school year, before the start of lessons.

Article 28, paragraph 4, of the 2007 CCNL, confirmed by the 2016-18 Contract, regulates the above:

“The work obligations of the teaching staff are divided into teaching activities and activities functional to teaching performance.
Before the start of lessons, the headteacher prepares, on the basis of any proposals from the collegial bodies, the annual plan of activities and the consequent commitments of the teaching staff, which are given in writing and which may include additional activities. The plan, including work commitments, is approved by the teaching staff within the framework of the didactic-educational action planning and with the same procedure, it is modified, during the school year, to meet new needs. Information about this plan is given to the trade unions. pursuant to art. 7.”

Preparation and Resolution

The Plan annual activity, therefore, is prepared from the executive school, on the basis of any proposals from the collegial bodies.

The Plan shows all the commitments of the teaching staff, which must be given in writing and may also include additional (optional) activities.

Once prepared, the Plan must be presented in teaching board in order to be deliberate. Such decides takes place within the scope of the didactic-educational action planning.

The annual plan of activities, during the school year, can be modified (concerning both the dates of the meetings and the activities themselves).

The changes must be made following the aforementioned procedure: the manager prepares and the board decides.

Hours of complementary and functional teaching activities

The Plan, as mentioned at the beginning, contains the work obligations of teachers of a collegial nature functional to teaching activities.

The hours allocated to functional teaching activities are indicated in article 29 of the 2007 CCNL, confirmed by the 2016-18 Contact.

The Plan, in the light of the provisions of the aforementioned article 29, provides for:

  • up to 40 hours per year for participation in the meetings of the Academic Board, including planning and verification activities at the beginning and end of the year and information to families on the results of the quarterly, four-monthly and final exams and on the progress of educational activities in kindergartens and educational institutions;
  • up to 40 hours per year for participation in class, interclass and intersection councils. For participation in these activities, the Contract specifies that the obligations relating to these activities are planned according to criteria established by the teaching staff; as part of the planning it will be necessary to take into consideration the service commitments of teachers with a number of classes greater than six in order to foresee a commitment of up to 40 hours per year;
  • carrying out ballots and exams including the compilation of the documents relating to the evaluation (outside the aforementioned 40 hours)

Individual activities

We remind you that among the functional teaching activities (not programmed in the Plan), as well as the collegiate ones, individual ones include:

a) the preparation of lessons and exercises;
b) the correction of the documents;
c) individual relationships with families.
